Industrial Facilities Transform Security Equipment into Proactive Monitoring Systems

Industrial facilities that are potential targets for terrorist attacks, such as power generating facilities, water utilities, refineries and chemical plants, have a unique set of security challenges that other less targeted faciltiies do not need to consider.  These large industrial facilities typically employ outdated security systems that are both difficult to monitor effectively and prone to false alarms.  This poses a serious threat to the general public.

It is virtually impossible for security professionals to adequately monitor all of the cameras on facility grounds. Similarly, it is difficult for them to be able to monitor all facility alarms (whether false or real) without visual confirmation of the source of the alarm.

Without the proper perimeter surveillance and intrusion detection systems, industrial facilities are at a loss against potential terrorist attacks that could have catastrophic results. For example, there are nearly 825 chemical plants in the US that each place 100,000 or more people at risk of serious injury or death as a result of a toxic emission. Of these 825 facilities, 123 pose a threat to a 1,000,000 or more people. In addition, more than half of the US's nuclear power plants (high-risk terrorist targets) operate in, or very near, major metropolitan areas.

Seeing the potential risk and the inability of security personnel to adequately monitor current systems, Bosch Security Systems has developed a real-time, automated video intelligence solution to improve threat detection and situational awareness. By using the Bosch Intelligent Video Motion Detection (IVMD) solution, industrial facilities enhance safety and reduce risk.

By specifying various detection zones (detector fields) and object motion filters, the IVMD solution can be configured to detect a variety of physical security breach techniques including intrusion along the facility's perimeter fence, excessive speed in particular facility areas, entry in restricted areas, loitering near gates, doors and fencing, as well as wrong way travel near facility entrances and exits. With the IVMD AutoTrack feature, security personnel can also track offending objects immediately, and automatically, on camera.

Alarms are transmitted to the VIDOS video management system and can be used to trigger extended alarm handling scenarios (e.g. automatically bring up live video on an alarm monitor, start a recording at a faster capture rate, etc.). Live alarm video is displayed along with object metadata, such as object outlines and/or bounding boxes, so operators can quickly determine which objects violated the alarm criteria.

IVMD also integrates with existing systems by means of the alarm relay. In this scenario, motion events that meet user-defined “rule” criteria generate alarms that trigger the alarm relay on a Dinion IP camera or VIP X Series encoder.

The IVMD solution analyzes incoming video and notifies the appropriate personnel of abnormal events or potential threat situations. By acting as a virtual operator, Bosch's IVMD enables the facility to be proactive in its security surveillance, rather than reactive after an incident has occurred.

The common problem among many water and power utilities, refineries, chemical plants and other industrial facilities is to update their security and detection systems. With a new solution, such as Bosch's IVMD, each facility is not only able to successfully monitor their entire property better than before, but they can also decrease the risk of danger to the facility itself, their employees and surrounding neighborhoods.
